I arrived at the mark and was getting my gear out of the car when a guy with a foreign accent came up to me and asked me is this a good spot for bass. Before I could say anything he explained that he was already around a few nearby places but had no luck. Trying to be polite as I could I told him about the ban and said I wouldn't recommend that he fishes for them. He didn't seem too pleased and he headed off in a another direction. On reflection, I wondered if I did the right thing? If I had said nothing and let him continue fishing and if he caught a bass, would I have been partly responsible. If he'd had ignored me and fished for them anyway what obligation would I have been under, having known he was directly targeting bass?

You did the right thing you informed him of the legal situation he obviously chose to ignore the fact. you could ring the local fisheries officer but they probably would not get out in time. more importantly you didn't give him any information. what else could you do?

I had a question about that.
I'm going to be there next week and what if by accident I catch a Bass while testing out some of the lures I'm bringing? It's fine as long as I don't keep them, right? I always catch and release everything anyways.

If you follow the letter of the law, NO it is not fine whether you keep them or not.
If you are " testing out some of the lures " then why not try them over fresh water of somewhere you will not get a bass. (If by lures you mean plugs etc that would be used for bass, Otherwise it should be fine.)
Remember that you don't even have to be fishing for a species to invoke a fine. A bailiff can fine you and take your gear if he believes that you were about to fish for a particular species.
This is not a go at you. Just trying to answer as your bailiff would. 8)

i always inform people of the laws, i even carry copies of the freshwater laws and translations with me when i fish.
akuma, fishing californian style, with plasics and jigs )if thats what you are doing) should be no problem

You'll be fine akuma as from what I can remember your So Cal fishing was getting you Wrasse and Pollock last time you gave it a bash...

Thanks for the replies and that's good to know.
Since I'm going to be bringing different kinds of lures, I'm not sure what I might catch. I certainly won't be targeting Bass. Those Wrasse were really fun to catch on light tackle and I want to target those more than anything else.
I might try some freshwater as well and try So Cal Freshwater techniques....haha.
So, just to refresh my memory, I won't need a license or permit to go freshwater fishing unless I'm going fishing for Salmon, right?

As far as I know, you only need a license if fishing for salmon or sea trout.

You don't need a licence for any species other than salmon or sea trout, but you may need a permit, depending on where you fish. The licence is issued by the government, the permit is issued by the owner of the fishing rights - on many rivers and lakes these are controlled by clubs or private owners, and you would need a permit.
