I don't doubt it could be true, lot of problems with boats fishing salmon outside the season. Problem is catching them in the act. Easy for this guy to quote figures and whats going on, why doesn't he keep it quiet, pick up the phone and give the fishery officers in that area the info. If they had detailed info they could target the boats involved, rather than doing routine patrols without any info. This is typical of a lot of people, they know something is going on - local knowledge - but don't tell the right people. Then they snipe from the sidelines about the fishery boards doing nothing about poaching.
I'm out on a river 6 nights a week at the moment protecting salmon and trout from people with nets, so are the vast majority of my colleagues, whether inland or at sea. People are doing their best, but if someone has information that could be useful then please pass it on!

A game fish licence is required in Northern Ireland whether fish are caught in the sea or freshwater. The close season also applies to both. Sea trout are quite often caught along the north coast during the winter period when fishing for bass and flounders, these fish must be returned.
