Netting at Mornington..?

Netting at Mornington..?

So a mate of mine fishing Mornington. Said as the tide turned these two boats turned up with what looks like a net between them, catching all the was leaving the estuary at the mouth. That can be legal surely..?

Did they enter the river after?,they could have been razor boats waiting on the tide to turn to get to their dock up river ,if they had a big cage on the back I wouldn't worry about it but ,then again it would be fairly easy for them to net there while there waiting I suppose
