The National Metrology Labs will certify scales, you may have to post them which will add to the cost (€50?). Some private firms will certify scales but check they are acceptable to the Specimen Fish guys! Atlas Weighing, City Link Park, Kinsale Road, Cork has been mentioned on this forum, cheaper too!

As John West says above.... and, If you know somebody working in an industry that has a weights and measures lab you can get them to certify your scales. The crucial thing is that they must have certificates for the weights used in the certifying!
